Controlling International Organisations: A Dead-end Street?

As part of the UNU Global Public Policy Working Group, the United Nations University Office at the UN, New York (UNU-ONY) is organizing an event entitled "GControlling International Organisations: A Dead-end Street?" with Professor Jan Klabbers, Director of the Academy of Finland Center of Excellence in Global Governance Research.
International organizations have long been deemed to contribute to the 'salvation of mankind'; thus, controlling their acts was not an issue. This has changed in recent decades: international lawyers have struggled to find legal techniques to facilitate control of the acts of international organizations, ranging from formulating rules on the responsibility of international organizations to a Global Administrative Law approach. The purpose of this lecture is to provide an overview of these various techniques, discuss their weaknesses, and propose an (embryonic) alternative.
Global Public Policy Working Group: Since one of the mandates of the United Nations University is to address pressing global problems, the UNU-ONY launched a Global Public Policy Working Group to discuss how public policy can become more of a reality at the global level. Keeping in mind what has been achieved at the national and regional levels in terms of public policy, this working group will bring together practitioners and theoreticians on a regular basis to map out the challenges of global public policy for think tanks and schools of public policy. The objective of these events is to address the importance of public policy at the global level, including better coordination, stronger institutional mechanism of compliance, and greater allocation of resources, concerning international security, environment, and development issues. As the current financial crisis shows, a global perspective is also badly needed in the field of international economics. These UNU events are an attempt to find answers to such questions.

Speakers' Profiles
Jan Klabbers is professor of international organizations law at the University of Helsinki, and Director of the Academy of Finland Center of Excellence in Global Governance Research. Prior to moving to Helsinki in 1996, he taught international law and EU law at the University of Amsterdam, where he also defended his doctoral thesis (with distinction).
An award-winning teacher, he has held visiting professorships at the Graduate Institute of International Studies and Development (Geneva, 2008) and Hofstra Law School (New York, 2007).
Extracurricular Functions Dr. Klabbers is Co-editor, Nordic Journal of International Law, Chairman, International Affairs Committee, Faculty of Law, University of Helsinki and Deputy-director at Erik Castrén Institute of International Law and Human Rights, University of Helsinki. He is Editorial board member, Ius Gentium (Baltimore), Editor in chief, Finnish Yearbook of International Law.
Main publications include The Concept of Treaty in International Law (Kluwer, 1996), State Practice Regarding State Succession and Issues of Recognition (The Hague: Kluwer, 1999, co-editor) and An Introduction to International Institutional Law (CUP, 2002; second edition in preparation). His forthcoming monograph is titled Treaty Conflict and the European Union (CUP, 2008). He has held visiting professorships at Hofstra Law School (2007) and at the Graduate Institute of International Studies and Development (2008).
Jean-Marc Coicaud is the Director of the United Nations University (UNU) Office at the United Nations Headquarters (New York). He was Senior Academic Officer and Director of Studies at the UNU headquarters (Tokyo) from 1996 to 2003. From 1992 to 1996, he served in the Executive Office of the United Nations Secretary-General as a speechwriter for Dr. Boutros Boutros-Ghali. A former fellow at Harvard University (Center for International Affairs, Department of Philosophy and Harvard Law School, from 1986 to 1992), Coicaud has held appointments such as Cultural Attaché with the French Ministry of Foreign Affairs and Legislative Aide with the European Parliament (Financial Committee). He has also been a Visiting Professor at the Ecole Normale Supérieure-Ulm in Paris and has taught at the New School for Social Research (New York). In addition, he has been a Senior Fellow at the United States Institute of Peace (Washington, D.C.), a Global Research Fellow at New York University School of Law and a Visiting Scholar at the School of Public Policy and Management of Tsinghua University (Beijing). Coicaud holds a Ph.D. in Political Science-Law from the Sorbonne and a Doctorat d'Etat in philosophy from the Institut d'Etudes Politiques of Paris. He also holds undergraduate and graduate degrees in literature and linguistics.
Jean-Marc Coicaud has published 14 books in the fields of comparative politics, political and legal theory, international relations and international law. They are available in English, French, Japanese, Chinese, Spanish and Arabic, and include the following single-authored books: Légitimité et Politique (Presses Universitaires de France, 1997), Politics and Legitimacy: A Contribution to the Study of Political Right and Political Responsibility (Cambridge University Press, 2002), Beyond the National Interest (United States Institute of Peace Press, 2007), Kokuren no Genkai/Kokuren no Mirai (Future of the UN/Limits of the UN - Fujiwara Shoten, 2007), Mai Xiang Guo Ji Fa Zhi (Towards the International Rule of Law - Sanlian Shudian, 2008). His latest book, co-edited with Hilary Charlesworth, is Fault Lines of International Legitimacy (Cambridge University Press, 2009). Jean-Marc Coicaud is now finishing a new single-authored book, International Legitimacy and Global Justice.
Jean-Marc Coicaud is a member of the Advisory Board of the Carnegie Council's Global Policy Innovations (New York) and of the journal Global Policy (London). He also serves as an adviser for the Fondation pour l'Innovation Politique (Paris).
